The P2P Guide has been introduced to and trained for representatives of the two-level people’s procuracies in provinces and cities such as Ha Noi, Ho Chi Minh City, Thanh Hoa and Lam Dong province as well as used in WCS Viet Nam’s training courses for relevant law enforcement and judicial agencies. According to results of the post-training surveys, participants highly appreciated the practicality of this tool in supporting the successful handling of many wildlife crime cases. However, with recent extensive institutional reforms in the police, the people’s procuracy, and the people’s courts, as well as significant changes in criminal, administrative, and wildlife conservation laws, require that the P2P Guide be updated and further developed to ensure consistency with the current legal framework – particularly provisions directly related to handling wildlife crime cases such as criminal classification, evidence handling, valuation of wildlife products and trial jurisdiction…. In this context, WCS Viet Nam will continue to collaborate with the SPP’s Department 14, to update, refine, and expand the scope of application of the P2P Guide to include offenses related to management and protection of forest and wildlife, and exploitation of forest products; and to disseminate the P2P Guide to prosecutors. Accordingly, WCS Viet Nam is seeking one (01) team of legal experts to support WCS Viet Nam and the SPP’s Department 14 in implementing related activities. To address these challenges, in 2023, WCS, in collaboration with Department 2, developed a set of automated and standardized Microsoft Excel-based data collection templates. These tools were piloted during the 2023–2024 wildlife crime data collection and reporting cycle and received positive feedback from both central units of the SPP and provincial-level procuracies. However, practical implementation has revealed several limitations, including technical issues, certain data fields that are not fully aligned with case-handling practices, and the continued reliance on Excel, which limits centralized data management, real-time updates, and data sharing. In the context of the Supreme People’s Procuracy promoting digital transformation, the digitization of the entire process of collecting, managing, and utilizing data on wildlife crime cases has become increasingly necessary. Specifically, there is a need to transform, configure, and set up the data fields of the wildlife crime data collection form for use on the online reporting platform of the People’s Procuracy, in order to ensure data centralization, consistency, accuracy, and timeliness. At the same time, technical support is required to facilitate the operation of the data collection forms during the pilot phase of data collection and reporting, serving as a basis for further development in the 2024–2025 period. At the same time, Viet Nam is recognized as a hotspot for emerging infectious diseases due to high-risk human–wildlife interfaces along these supply chains[2]. Consumption of wild meat remains prevalent in Viet Nam, even during the COVID-19 pandemic, despite ongoing communication campaigns and law enforcement efforts aimed at reducing the risk of disease transmission and mitigating impacts on priority wildlife species. A review of existing literature indicates that illegal hunting and poaching for wild meat consumption continue to occur widely and in complex forms across the country, particularly in areas adjacent to national parks and protected areas, despite enforcement efforts. These activities are considered a key source feeding into wild meat supply chains nationwide. Hotspot locations include Bac Ninh, Dong Nai, Hanoi, Ninh Binh, and Quang Tri. In 2023, WCS Viet Nam conducted a KAP study focusing on exploring drivers of wild meat and birds consumption in Ha Noi, Ha Nam, and Bac Ninh found that despite increasing awareness of illegal wildlife trade and its associated health risks like zoonotic diseases, especially after COVID-19, wild meat consumption remains prevalent in Vietnam. The research findings identified key information gaps related to supply inputs for consumption (total volumes sourced from farms both within and outside the province, as well as from hunting in the wild). These gaps also include the motivations and practices of one of the key actors in the wild meat value chain—hunters—as well as the factors influencing their decision to engage in this activity. Background:  WCS’s initial research, in 2024, has identified an emerging market in health products labeled as containing Xuyen Son Giap - a term referring to processed pangolin scales that have been dried and roasted. This terminology is not widely recognized outside of traditional medicine circles, meaning many Vietnamese consumers may unknowingly purchase products containing pangolin scale ingredients. A review of major e-commerce platforms revealed 13 different products containing Xuyen Son Giap (an increase of 8 compared to 2024). These products are typically marketed in powder or capsule forms and fall into three broad categories: Women’s health support (e.g., reproductive health, postpartum recovery) Treatment of fever, detoxification, and liver cooling, often advertised as remedies for skin diseases, allergies, and inflammation. General nourishment and vitality enhancement While many of the advertised products appear to be imported from China and Malaysia and are labeled in multiple languages (including Vietnamese), others are manufactured in Viet Nam. Some of the products are claimed to be registered with the Department of Food Safety, Ministry of Health of Viet Nam.   To determine the availability of products labeled as containing Xuyên Sơn Giáp ingredients in the actual market, WCS conducted a survey at: (i) Independent pharmacies/drugstores (not including pharmacy chains such as Pharmacity, Long Châu, An Tâm, An Khang, and HK Care); (ii) pharmacies within traditional medicine hospitals; and (iii) establishments specializing in the retail of medicinal materials, herbal medicines, and traditional medicines in Hanoi and Ho Chi Minh City. Despite this, products containing pangolin scales, often under the name Xuyen Son Giap are still being circulated in the market, especially as health products. These products, including dietary supplements and pharmaceutical products, may be manufactured domestically or imported from other countries (notably China and Malaysia) and subsequently distributed and consumed in Viet Nam. WCS Viet Nam’s review of e-commerce platforms identified 13 products containing Xuyen Son Giap (up from 5 in 2024), with over 17,000 packages sold and nearly 2.5 million units stocked on Shopee. WCS Viet Nam is seeking an expert knowledgeable in the regulations for production, importation, circulation and trade of health products to support undertaking a policy and legal review. The review will aim to identify gaps and loopholes in existing regulations that may be exploited to manufacture and sell health products containing pangolin-scale-derived ingredients. Issues to be considered may include, but are not limited to: the absence of a specific list of prohibited wildlife species in the production of health products; the use of raw materials of unknown origin, trading of counterfeit medicines and health products; challenges in identifying pangolin scales in the processed forms such as powders and capsules; monitoring traceability of raw materials and food safety during the production of health products; and sanctions for violations as well as the responsibilities of relevant stakeholders. Based on the identified issues, potential recommendations addressing the situation outlined above will be drafted and shared with relevant stakeholders to contribute to strengthening the legal framework regulating the production and sale of health protection products, particularly those advertised containing ingredients derived from wildlife such as pangolin scales. While many of the advertised products appear to be manufactured in Viet Nam, others are imported from China and Malaysia and are labeled in multiple languages, including Vietnamese. Some of the products claimed to be registered with the Department of Food Safety, Ministry of Health of Viet Nam. To better understand the trade of these products through e-commerce platforms and social media, we conducted a comprehensive survey across online platforms. The survey aims to assess the current situation and trends in the trading of these products, thereby providing appropriate recommendations to relevant stakeholders. Therefore, WCS seeks a service provider to collect and synthesize information in support of the above-mentioned survey. II. Background:  The use of pangolins, including derivatives such as pangolin scales, is strictly prohibited in Viet Nam under national wildlife management and protection laws. Despite this, the production and distribution of health products containing pangolin scales remain widespread, particularly within the traditional medicine sector where such items are marketed and consumed for perceived therapeutic benefits. WCS’s initial research has identified an emerging market in health products that suspect conceal pangolin scales under the name Xuyen Son Giap—a term referring to processed pangolin scales that have been dried and fried. This terminology is not widely recognized outside of traditional medicine circles, meaning many Vietnamese consumers may unknowingly purchase products containing pangolin scale derivatives. A review of major e-commerce platforms revealed 13 different products containing Xuyen Son Giap (an increase of 8 compared to 2024). Collectively, more than 17,000 packages were reported as sold across Shopee, Lazada, and Sendo, with Shopee alone listing nearly 2.5 million units in stock of shop owners. These products are typically marketed in powder or capsule form and fall into three broad categories: Women’s health support (e.g., reproductive health, postpartum recovery) Treatment of fever, detoxification, and liver cooling, often advertised as remedies for skin diseases, allergies, and inflammation General nourishment and vitality enhancement While many of these products appear to be manufactured domestically in Viet Nam, others are imported from China and Malaysia and often labeled in multiple languages, including Vietnamese. Some made-in-Viet Nam products even claim registration with the Department of Food Safety, Ministry of Health of Viet Nam, which may lend them a false sense of legitimacy in the eyes of consumers. Traditional health products in Viet Nam often combine herbal remedies with animal-derived ingredients, reflecting centuries-old practices rooted in Traditional Oriental Medicine (TOM). Pangolin scales, historically believed to promote lactation, reduce swelling, and treat skin conditions. This cultural context contributes to the persistence of demand, even in the face of legal prohibitions. Significant knowledge gaps continue to hinder effective interventions against this market. Further research is needed to: Map the supply chain of these products Measure the scale of trade and confirm the presence of pangolin scales in marketed items Quantify their use in production and distribution Explore the motivations of manufacturers and consumers, particularly regarding the use of disguised terminology like Xuyen Son Giap To effectively address this issue, it is critical to understand consumer behavior—why people buy or do not buy products containing Xuyen Son Giap, and how much they know about their association with pangolin scales. This insight will inform strategies to reduce demand, strengthen enforcement, and promote safer, sustainable alternatives within the traditional health product sector. II. Objectives: To better understand the factors influencing consumer use of products containing Xuyen Son Giap, WCS will conduct a Knowledge, Attitudes, and Practices (KAP) survey. This survey will examine why consumers purchase these products, their awareness of pangolin-scale-derived ingredients, and their knowledge, attitudes, and practices regarding the use or avoidance of such products. In this phase of the project, to be completed before May 2026, WCS will finalize all preparatory work for the KAP survey. The study will employ a mixed-methods approach, combining both quantitative and qualitative techniques. Two additional consultants with expertise in social and marketing research—particularly in working with pharmacies and health product salespoints—will be recruited to support the design of observation activities at selected sites in Ha Noi and Ho Chi Minh City. These activities will include mystery client visits, where survey team members posing as customers to assess the availability and sale of products containing Xuyen Son Giap. The research protocol will also incorporate in-depth interviews and focus group discussions, with tailored tools developed for each method. In particular, the illegal trade of wildlife (IWT) not only threatens biodiversity but is also linked to other associated crimes such as money laundering, smuggling, and corruption. Although Viet Nam has been a party of various international treaties and progressively improved its national legal framework on wildlife and forest protection as well as anti-money laundering (AML), results of WCS Viet Nam’s review and consultation with law enforcement and judicial authorities in selected provinces during 2024 - 2025  indicate that the implementation of the 2015 Penal Code (amended in 2017 and 2025) and its guiding documents still encounters numerous obstacles and limitations. In this context, following the Prime Minister’s decision on the Plan for developing the amended Penal Code  adopted in October 2025, WCS Viet Nam will collaborate with the Supreme People’s Court (SPC) to review and assess the practical application of the Penal Code’s provisions related to wildlife, forest and money laundering offenses, including: Article 232: Crime of violating regulations on forest exploitation, protection, and forest products; Article 233: Crime of violating regulations on forest management; Article 234: Crime of violating regulations on wildlife protection; Article 243: Crime of forest destruction; Article 244: Crime of violating regulations on the protection of endangered, rare animals; Article 324: Crime of money laundering Resolution No. 05/2018/NQ-HĐTP dated November 5, 2018: Guiding the application of Articles 234 and 244 of the Penal Code on the protection of wildlife and endangered, rare animals (hereinafter referred to as Resolution 05); Resolution No. 03/NQ-HĐTP dated May 24, 2019: Guiding the application of Article 324 of the Penal Code on money laundering (hereinafter referred to as Resolution 03). The review results will contribute to the overall assessment of the implementation of the current Penal Code and inform the drafting process of the amended Penal Code. The P2P Guide has been introduced and trained for representatives of several law enforcement and judicial agencies in provinces and cities such as Hanoi, Ho Chi Minh City, Thanh Hoa and Lam Dong Provice. According to post-training surveys, participants highly appreciated the practicality of this tool in supporting the successful handling of many wildlife crime cases. However, recent extensive institutional reforms in the police, the people’s procuracy, and the people’s courts, as well as significant changes in criminal, administrative, and wildlife conservation laws, require that the P2P Guide be updated and further developed to ensure consistency with the current legal framework – particularly provisions directly related to handling wildlife crime cases such as criminal classification, evidence handling, and trial jurisdiction…. Background:   In the context of the escalating biodiversity crisis, the financial sector is identified as a key actor that can either contribute to reversing or exacerbating pressures on nature. Unregulated flows of credit, investment, and financial products can inadvertently facilitate environmentally harmful activities such as unsustainable resource extraction, land-use change, and particularly the illegal wildlife trade (IWT). In June 2020 and July 2021, the Financial Action Task Force (FATF) published two respective reports, "Money Laundering and the Illegal Wildlife Trade" and "Money Laundering from Environmental Crimes," signaling a growing focus among FATF member states on integrating ecological issues into the Anti-Money Laundering (AML) frameworks of financial institutions. In recent years, Environmental, Social, and Governance (ESG) has gained significant prominence in financial and investment management; consequently, financial institutions have invested considerable resources in implementing reporting frameworks, developing reports, and issuing disclaimers. Similarly, financial institutions have also dedicated significant resources to financial crime prevention and sanctions programs to ensure compliance with international and national AML regulations. While both AML and ESG programs aim to improve the quality of financial flows, very few financial institutions have connected their financial crime prevention activities with their ongoing ESG frameworks. Since June 2023, Viet Nam has been placed on the Financial Action Task Force (FATF)’s list of jurisdictions under increased monitoring (the "Grey List"), along with 17 recommended actions aimed at addressing deficiencies in the country’s Anti-Money Laundering (AML), Counter-Terrorism Financing (CTF), and Counter-Proliferation Financing frameworks. This designation has underscored the urgent need to strengthen the effectiveness of Viet Nam’s AML regime across all sectors, including environmental crime, recognized as one of the predicate offenses for money laundering. In response, the Government of Viet Nam has taken concrete steps to implement the FATF’s recommendations to achieve early removal from the Grey List. Notably, on 10 May 2024, the Government adopted Resolution No. 17/NQ-CP, which officially approved the results of the National Assessment on Money Laundering Risk for the period 2018-2022. According to this assessment, environmental crimes, including three key areas: environmental protection, natural resource management and exploitation, and wildlife protection, have been identified as carrying a medium-high risk of being used for money laundering purposes. According to research conducted by PwC Viet Nam, ESG strategies and policies should be integrated into existing operational processes rather than established as parallel frameworks. Within this approach, financial institutions are expected to identify ESG-related risks and determine which of these should be prioritized for mitigation. Integrating ESG risks into risk management systems and financial crime prevention frameworks provides a strong foundation for advancing sustainable development. Excluding the immediate costs of ESG investment, financial institutions must also consider the long-term cost of inaction - namely, the potential consequences of ignoring early warning signals and failing to address emerging ESG-related risks, which could result in significant financial and reputational damage over time. Background:   The Malayan tiger, native to Malaysia, is critically endangered, with fewer than 150 individuals remaining. Since the early 2000s, poachers from Viet Nam, especially from Quang Tri province (those belong to former Quang Binh province), have been identified of being involved in the illegal exploitation of fauna and flora including tigers  and agarwood, in Malaysia. From 2009 to 2024, WCS Viet Nam recorded 37 wildlife-related seizures involving 146 Vietnamese nationals, and exploited and trafficked species including tigers, bears, pangolins, monitor lizards, and agarwood. WCS Viet Nam’s studies in 2024 and 2025 also revealed that most offenders came from selected locations Quang Tri province. While some go to Malaysia through official labour export programs, many rely on informal networks (e.g. relatives, friends, or brokers) and overstay their tourist visas to involve in wildlife poaching and agarwood harvesting. Despite being aware of legal, physical, and financial risks, some continue due to high returns. However, efforts to prevent local people from being involved in the illegal wildlife hunting and agarwood harvesting in other countries remain low in these locations. Most people lack exposure to government, CSOs, or community campaigns discouraging engagement in illegal migration or wildlife crime. Information is mainly shared informally, while official communication is often generic and hard to access. Although digital platforms like Facebook, YouTube and Zalo are common, they remain underutilized for outreach. These insights underline the urgent need for community-based, tailored communication strategies to prevent further involvement of local people in wildlife poaching and trafficking abroad. Therefore, WCS Viet Nam is looking for a media consultant team to support us develop some risk communication products targeting local communities in some identified locations in Quang Tri province.   II. Objectives: The consultant team will work with WCS Viet Nam to develop a reportage and viral videos aimed at: Raising awareness of local communities of the risks associated with illegal exploitation of funa and flora in Malaysia. Results of WCS Viet Nam’s survey in 2023 revealed that the capacity and experience of the staff of commercial banks and other financial institutions in Anti-Money Laundering (AML) work is generally good, but their capacity and experience in IWT-related AML work is still low. The main reasons are that they have not been trained on IWT-related AML yet. So, they have suggested that there should be capacity building in IWT-related AML specifically designed for staff of the commercial banks and non-bank financial service providers. The program should include basic knowledge of AML in general and IWT-related AML in particular, legal framework for IWT-related AML, and measures on preventing IWT-related money laundering risks such as financial flows red flags and key risk indicators, reporting suspicious activity, AML alert analysis framework etc. Therefore, WCS is seeking a consulting agency to support us in developing a toolkit specifically for financial institutions to detect and report IWT-related suspicious transactions and to test the toolkit with financial institutions, finance and banking students. Recognizing the scale and complexity of IWT and its convergence with other serious crimes such as cybercrime, corruption and money laundering, the CITES Conference of Parties (CoP) 19 in 2022 urged Member States to review and amend national legislation so that IWT-related offences are treated as predicate offences under the United Nations Convention against Transnational Organized Crime (UNTOC) for strengthening enforcement and criminal justice responses. Viet Nam has been a Party to Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) since 1994. The country’s legal system has been rated by the CITES Secretariat to be in Category 1 – legislation that is believed generally to meet the requirement for implementation of the CITES. While Viet Nam has made notable progress in strengthening its legal framework on wildlife protection, legal reviews and practical implelmentation still indicated that significant gaps remain combating organized and transnational wildlife crime. Viet Nam ratified UNTOC in 2012 and has since completed a 10-year implementation review. The   national review report released in 2024 highlighted the incomplete incorporation of UNTOC provisions into domestic laws, which hamper enforcement efforts and inter-agency coordination in addressing transnational crime. In response, Document No. 7580/VPCP-NC of the Office of the Government, issued in October 2024, instructed ministries, ministerial-level agencies, and provincial authorities to intensify the implementation of Decision 605/QĐ-TTg dated April 18, 2013, including the task of reviewing and finalizing regulations to ensure alignment with UNTOC. In parallel, Viet Nam is also a State Party to the United Nations Convention against Corruption (UNCAC), having ratified it in 2009. In 2019, UNCAC Resolution 8/12 called on countries to enhance anti-corruption measures related to environmental crimes. Viet Nam completed its 2016–2021 cycle UNCAC review in 2023. The review report revealed shortcomings in the legal framework for managing criminal proceeds and recommended revisions to ensure full compliance. Following this, the Government of Viet Nam adopted Resolution No. 167/NQ-CP in 2023, which outlines a national anti-corruption strategy for 2030. This includes reviewing and amending mechanisms related to the management of assets tied to crime, corruption, money laundering, and terrorism financing. Viet Nam has been included on the Financial Action Task Force (FATF)’s grey list since June 2023. In response, the Government of Viet Nam committed to implementing 17 priority actions listed in Decision No. 194/QĐ-TTg dated February 23, 2024, on the national action plan in combating money laundering and countering terrorist financing. However, by September 2024, 16/17 actions remained unfulfilled, mostly related to legal framework reform and international cooperation. The Asia/Pacific Group on Money Laundering (APG) has further noted that penalties for money laundering under the 2015 Penal Code (revised in 2017) are not proportionate or dissuasive. These weaknesses contribute to Viet Nam’s continued grey-listing and undermine efforts to address wildlife-related financial crimes. In this context, WCS Viet Nam is looking for a consultant group to develop an assessment report on the compliance of Viet Nam’s legal framework with relevant multilateral environmental and crime-related agreements and treaties to address wildlife trafficking from Africa to Viet Nam. Reducing custodial sentences and expanding alternative sanctions and emphasizing the preventive and rehabilitative aspects in criminal sentencing were clearly articulated in the Politburo's Resolution No. 49-NQ/TW dated 02 June 2005 on the Judicial Reform Strategy to 2020 and Law No.86/2025/QH15 amending a number of articles of the 2015 Penal Code (revised in 2017). Accordingly, various types of non-custodial penalties and their conditions of application such as warning, monetary fine, community services, expulsion, confiscation of property, prohibition from holding certain positions or doing certain works, mandatory supervision... are regulated. However, there are still limitations in the application of non-custodial principal penalties, such as the frequent use of suspended sentences instead of these penalties and sentencing decisions that are not commensurate with the nature of the offense,.. Asset recovery is a key tool to neutralize the economic benefits of organized crime. Viet Nam is a State Party to major international conventions, including the United Nations Convention against Corruption (UNCAC), the United Nations Convention against Transnational Organized Crime (UNTOC), and the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). These conventions and their related resolutions strongly recommend the recovery of illicit assets as a cornerstone in combating corruption, money laundering, and environmental crime. However, Viet Nam still faces significant gaps in fully incorporating these obligations into the national legislation as revealed in the recent UNCAC review or the Financial Action Task Force (FATF)’s mutual evaluations. To provide a legal and scientific basis for proposing legal reforms and enhancing the effectiveness of efforts to prevent and combat transnational organized wildlife crime, WCS Viet Nam is seeking a consultant team to develop an assessment report of Viet Nam’s relevant legislation pertaining to the use of non-custodial penalties and proceeds of crime measures to address serious and organised wildlife crime. Background:    In 2021 and 2024, WCS Viet Nam conducted quick research in Quang Binh province on the migration patterns of its residents to Malaysia. The findings indicated a significant decline in the number of legal labor migrants from Quang Binh to Malaysia since the early 2010s, particularly during the COVID-19 pandemic.   In the post-COVID-19 period, there has been a resurgence in migration of Vietnamese to Malaysia, albeit through illegal channels, with individuals exploiting the tourist visa policy within ASEAN countries. Among these migrants, some from Quang Binh province involved in wildlife-related offenses in Malaysia and were subsequently apprehended by local authorities.1  According to records of Malaysian authorities, there were at least 94 Vietnamese, including citizens from Quang Binh, arrested in 24 cases of illegal exploiting/hunting, possessing, trading, and transporting agarwood and wildlife during the 2009 -2024 period.2 These incidents are part of a broader pattern involving numerous undocumented cases of individuals traveling abroad to engage in the illegal poaching and harvesting of agarwood. They risk their lives in pursuit of wealth through the extraction of agarwood, often suffering injuries, violence, imprisonment, and even death, which imposes significant economic burdens on their families.3 In addition to agarwood, wildlife species such as tigers, bears, deer, and pythons are also targeted by poachers.4 Despite a clear understanding of the significant risks involved, these poachers and agarwood harvesters persist due to the substantial potential profits.   To further understand this issue, WCS Viet Nam is going to hire a team of consultants who will work closely with local peopleto conduct research in Quang Binh to update the situation and analyze related issues of wildlife violations by Quang Binh people in Malaysia (post-COVID-19 till now).   II. Objectives:  A research will be done in Quang Binh to provide an update on the situation and gain insights into the characteristics, causes, and conditions of violations related to the management and protection of wildlife and plants in Malaysia, as observed among citizens in certain areas of Quang Binh province.   III. Authorities at all levels and sectors have taken more radical and synchronous solutions in law enforcement to interrupt illegal wildlife trade (IWT) syndicates, thereby creating positive and substantial progress in numerous aspects.  However, violations against wildlife protection regulations are still complicated in some localities. Meanwhile, after a period of applying new regulations on penalties for wildfire-related violations, a number of obstacles in the investigation, prosecution and conviction process have been revealed, leading to inconsistent application of the wildlife laws by relevant agencies. Especially for cases related to pangolin scales, relevant agencies still face many difficulties in valuation, examination, determination of crimes and level of penalties, handling of evidence, etc.  To effectively prevent wildlife-related violations as guided in the Party’s Central Commission for Propaganda and Education (CCP)’s Instruction No. 13-HD/BTGTW dated July 19, 2021, WCS is looking for a team of consultants to support the development and broadcast of an educational reportage of wildlife protection policy compliance and handling of violations related to pangolin scales in Viet Nam.  II. Notably, 252 of these offenders utilized online platforms and mobile devices for communication and trading of wildlife products. That required law enforcement efforts to collect digital data to identify the whole network of criminal associates. Open-source intelligence (OSINT) tools that leverage publicly available data have expanded to offer solutions that enhance digital data collection and analysis. Recently, WCS Viet Nam has organized several training sessions to familiarize prosecutors and police with OSINT tools to aid them in the fight against cyber criminals. To further enhance the knowledge and skills of law enforcement and judicial officers in using OSINT tools and digital data in detecting and investigating online IWT, WCS Viet Nam is seeking an expert who has a broad knowledge of OSINT tools to develop a comprehensive guideline for investigating online IWT.  Once finalized, the guideline will be made accessible for broader application by law enforcement and judicial officers at national and provincial levels, especially where there are significantly identified online wildlife trade. It indicates that more efforts should be made to control activities involving close contact between humans and wildlife, particularly wild animals in which a comprehensive legal framework is essential to effectively prevent risks and control the transmission of zoonotic diseases. Currently, the Ministry of Health is presiding and coordinating with agencies to develop the Law on Disease Prevention to replace the Law on Prevention and Control of Infectious Diseases (2007). Hence, WCS is looking for 01 experienced expert in the field of developing the law on the prevention and control of infectious diseases, particularly zoonotic diseases to conduct research on international experience and provide recommendations for Viet Nam. Background:   Wildlife trade in Viet Nam has been seemingly heated up since the end of the COVID-19 pandemic. The trade of wildlife in all forms within the country (wildmeat, exotic pets, medicine, etc.) has been on the rise, while the cross-border trade of wildlife between Viet Nam and neighboring has also accelerated.   WCS has developed three situational analysis reports of wildlife trade between Viet Nam and China, Laos, and Cambodia in the context of post-COVID-19. The analysis highlighted how wildlife trafficking is adapting to the current situation, especially emerging issues and trends (traded species and products, new routes, modus operandi, or payment platforms…), as an adaptation in response to post-COVID-19 changes in the government regulations and consumer behavior. Specifically, Cambodia has been identified by some Vietnamese investigative journalists as a source of imported wild meat and exotic pets (including many wild birds) for sale in Long An province and Ho Chi Minh City In 2023 and early 2024, various seizures were conducted in Viet Nam but related to China involving hundreds of exotic pets (parrots, turtles, lizards. Kangaroos, camels, etc.). Some of them have the indicated links to Ha Noi city and to other neighboring countries (such as Thailand, and Laos) In December 2023 and January 2024, there were at least 4 wildlife seizures in Viet Nam related to both Viet Nam and Laos which involved bears, tigers, pangolins, serows and more than 1,000 exotic pets of various species (bulbuls, various parrot species, turtles, snakes, lizards, chameleons, etc.) Our seizure analysis, online monitoring and observation have recorded an emerging trend of trading songbirds, parrots, raptors, other ornamental birds, and many other exotic pets from neighboring countries into Viet Nam and within Viet Nam. To monitor and verify the current situation and trends that will be synthesized into analysis reports of the cross border wildlife trade between Viet Nam and China, Laos, and Cambodia as mentioned above, WCS will conduct field surveys in some locations, tentatively Ha Noi, Ho Chi Minh City, and Long An province. These areas have been identified as transit/destination points for wildlife trade routes from Cambodia to Viet Nam (Long An province and Ho Chi Minh City), and from Laos to Viet Nam and China (Ha Noi). They are also considered as hotspots of wild bird trade and consumption in Viet Nam because:   Ha Noi is a well-known location for wildlife trade and consumption reflected in the highest recorded number of seizures in Viet Nam. Dozens of wild bird shops have been identified here in the past. Based on our recent observation, this trade covers hundreds of species of wild birds, and many of them have been imported from neighbouring countries.  Ho Chi Minh City is also a well-known location for wildlife trade and consumption. Similarly to Ha Noi, it is also a hotspot for wild bird trade including dozens of exotic species, wild birds and other wildlife from both Viet Nam and Cambodia were sourced to fill the city’s demand. Long An is a neighbouring province of Ho Chi Minh City and known as a source and a transit for transporting wildlife from Cambodia to be consumed in Ho Chi Minh City. Thanh Hoa market in Long An province is known to be one of the largest open wildlife markets in Viet Nam that still exists despite many law enforcement effort. In this market, ornamental birds (including songbirds and speaking birds), meat birds (including water birds), and raptors were all advertised for sale. Therefore, WCS Viet Nam needs recruit two experienced external consultants to support WCS staff to carry out this field survey.   II. Objectives: The external consultants will support WCS staff in conducting the field surveys, particularly collecting and synthesizing information about: Primary physical locations of wild bird trade; Taxa of commonly traded wild birds (categorizing into target use, such as meat birds, mercy release birds, songbirds, parrots, raptors, other talking birds, other ornamental birds; and their origins); Prices of these commonly traded wild birds; Popularity and scale of the trade of wild birds imported to Viet Nam; Other wildlife taxa are also traded along with the wild birds and the popularity and scale of their trade. Background:  Right after COVID-19 emerged, in 2021, WCS Viet Nam developed a strategic advocacy campaign with the participation of multi-sectoral actors to re-frame conservation and actions on commercial wildlife trade as a public health issue. In doing this, we have mobilized the public health sector to take actions in advocating relevant policy changes, especially the legal reform to prohibit the commercial trade in wild birds and mammals for human consumption. Particularly, we planned to conduct key activities as follows: Develop a three-year advocacy plan aimed at ending the commercial trade of wild birds and mammals for human consumption. Conduct a joint-agency risk assessment focused on aspects of commercial trade in wild birds and mammals that will be disseminated to key government stakeholders and highlighted in local and international media channels. Track public opinions, attitudes, and support for ending the commercial trade in wild birds and mammals for human consumption over the year. Increase understanding of how wildlife trafficking is adapting to post-COVID-19 changes to inform policy development. We also set out targets to track our progress through a set of results and deliverables. However, the constant changes in the social, economic, and political environment during and post-COVID-19 have impacted our project implementation plan. Assumptions for these changes were not fully reflected in the original project design. To overcome this challenge and avoid missing any factor contributing to realizing our ultimate objectives, WCS Viet Nam is seeking expert services to conduct an M&E training for WCS Viet Nam staff. II. Objectives: The consultant service will help to improve WCS Viet Nam staff’s abilities in project monitoring and evaluation; particularly tracking the progress and results of policy influencing and communication on policy reform toward ending commercial trade of wild birds and mammals for human consumption in Viet Nam.
